Lets be honest, XPS is a failure. Please list some good and bad reasons to use or not to use this.
What if I am on a MAC?
What if I run Linux?
What if I want to view it on my iPhone?
What if I want to view it on my Blackberry / Android / Nokia
In the last 5 years of user support I have not seen or been asked how to view or create a XPS file. Market penetration, a valid reason to use or not to use that format.
PDF is an open standard and XPS was a cynical move by Microsoft that thankfully failed.
I am not sure if You can define this as a cynical move of M$.
PDF is a database of objects, created from PostScript.
XPS is part of Markup language (XML).

In Linux, Evinc does support (open)XPS, as there is third party support for viewers, tools, conversion, etc from PDFtron, Pagemark and Harlequin_RIP.
So do not judge too fast. It looks as another approach.
PDF is not my choice to read eBooks.
I do convert them to HTML, so they read much better in my Android phone.
So maybe (o)XPS will be a good solution too ?! I give it a try.
